    Lord Phillips has had a significant input in the law commissions proposed changes to the homicide laws, particularly for second parties. Lord Phillips is a leading light on this subject, let’s take those proposals and implement them as an on-going movement to a final solution. Why have the report commissioned in the first place if you are going to bury it?
